{"id":7716,"date":"2025-04-16T14:11:28","date_gmt":"2025-04-16T12:11:28","guid":{"rendered":"https:\/\/www.stepsintospain.es\/?p=7716"},"modified":"2026-01-09T12:06:35","modified_gmt":"2026-01-09T11:06:35","slug":"from-chips-to-chickpeas","status":"publish","type":"post","link":"https:\/\/www.stepsintospain.es\/es\/from-chips-to-chickpeas\/","title":{"rendered":"The New Rules for School Lunches: From Chips to Chickpeas"},"content":{"rendered":"<h3 class=\"wp-block-heading\"><strong>This week, Spain\u2019s central government approved a&nbsp;<strong>new school lunch law<\/strong>&nbsp;that will come into effect across the country in&nbsp;<strong>2025<\/strong>.<\/strong><\/h3>\n\n\n\n<p>The <a href=\"https:\/\/elpais.com\/educacion\/2025-04-15\/adios-a-los-1200-comedores-escolares-sin-pescado-y-a-la-bolleria-industrial-el-gobierno-aprueba-cinco-comidas-saludables-a-la-semana.html?fbclid=PAY2xjawJrfd5leHRuA2FlbQIxMQABp3aL936zLWqcCDWCLeKOt0uyljyG3x_q95hWFKytt045jR50NV62WH8yuarE_aem_6ojgMw5wHfjuzMLAS7exZw\"><strong>Real Decreto de Comedores Escolares Saludables y Sostenibles<\/strong> <\/a>(Royal Decree for Healthy and Sustainable School Lunches) is an ambitious move aimed at tackling inequality, poor nutrition, and the rise in childhood obesity.<\/p>\n\n\n\n<p>But, as with many central government mandates in Spain, a key question remains: <strong><em>Will Madrid\u2019s regional government comply\u2014and how consistently will this be applied across different types of schools?<\/em><\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A Quick Summary: What Will Change?<\/strong><\/h3>\n\n\n\n<p>From September 2025, <strong>all schools with a lunch service<\/strong>\u2014public, concertado (semi-private), and private\u2014will be required to follow strict new nutritional standards. These include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Five healthy meals per week<\/strong> \u2013 processed pastries and sugary drinks will be banned from cafeterias and vending machines.<br><\/li>\n\n\n\n<li><strong>Mandatory fish (1\u20133 times\/week)<\/strong> and <strong>plant-based proteins<\/strong> \u2013 to ensure dietary diversity.<br><\/li>\n\n\n\n<li><strong>Vegan and religious menu options<\/strong> \u2013 schools must offer alternatives for ethical or religious reasons, similar to how they already accommodate allergies.<br><\/li>\n\n\n\n<li><strong>More legumes (beans, lentils, peas, chickpeas, peanuts, and soybeans, wholegrains and seasonal veg<\/strong> \u2013 with targets like 45% seasonal produce and a minimum of 5% of food sourced organically.<br><\/li>\n\n\n\n<li><strong>Limits on fried and processed foods<\/strong> \u2013 e.g., no more than one fried dish per week and only one pre-prepared meal per month.<br><\/li>\n\n\n\n<li><strong>Free water access<\/strong> \u2013 all schools must provide drinking fountains or access to water throughout the day.<br><\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The Why: Poor Nutrition and Inequality<\/strong><\/h3>\n\n\n\n<p>Spain is facing a <strong>childhood obesity crisis<\/strong>. According to government data, nearly <strong>50% of children aged 6 to 9<\/strong> from families earning under \u20ac18,000 per year are overweight or obese. This is not just about lifestyle choices\u2014it&#8217;s about access. Many families cannot afford daily fresh fruit, vegetables, or balanced meals.<\/p>\n\n\n\n<p>The school lunch, therefore, plays a vital role in <strong>leveling the playing field<\/strong>. As Pablo Bustinduy, the Minister for Social Rights and Agenda 2030, put it: \u201cThe dining hall is a tool for social equality.\u201d<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>But What Have School Lunches Looked Like Until Now?<\/strong><\/h3>\n\n\n\n<p>Despite national dietary guidelines, <strong>compliance has been patchy<\/strong>. <a href=\"https:\/\/www.comunidad.madrid\/servicios\/salud\/asesoramiento-nutricional-menu-escolar\">Each autonomous region controls its own implementation<\/a>, and many schools rely on private catering companies with limited oversight. According to the government\u2019s own audit:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>1,200 school lunch services never serve fish<\/strong>.<br><\/li>\n\n\n\n<li><strong>14% of schools don\u2019t serve legumes even once per week<\/strong>.<br><\/li>\n\n\n\n<li><strong>70% of vending machines fail to meet nutrition standards<\/strong>.<br><\/li>\n<\/ul>\n\n\n\n<p>Even within the same neighbourhood, lunch quality can vary widely between schools. Some offer freshly prepared meals with local produce. Others rely heavily on reheated, processed food.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A Client Story: No Vegan Meal? Pick up and drop off<\/strong> x2<\/h3>\n\n\n\n<p>Two years ago, I worked with a family relocating to Madrid from the US. Their child, raised on a <strong>fully plant-based diet for religious reasons<\/strong>, was set to attend a public school in the city.<\/p>\n\n\n\n<p>We quickly hit a wall: not a single public or concertado school in the district would accept their dietary request. The answer was the same every time: <em>&#8220;Lo sentimos, no lo contemplamos.&#8221;<\/em> (&#8220;Sorry, we don&#8217;t allow that.&#8221;). In fact, some schools even suggested that the child\u2019s diet was unhealthy (!).<\/p>\n\n\n\n<p>On their behalf, I contacted every school in the area\u2014public, semi-private, and private. Only one private international school was willing to guarantee a 100% vegan meal.<\/p>\n\n\n\n<p>We quickly hit a wall: not a single public or concertado school in the district would accept their dietary request. The answer was the same every time:&nbsp;<em>&#8220;Lo sentimos, no lo contemplamos.&#8221;<\/em>&nbsp;(&#8220;Sorry, we don&#8217;t allow that.&#8221;). In fact, some schools even suggested that the child\u2019s diet was unhealthy (!).<\/p>\n\n\n\n<p>On their behalf, I contacted every school in the area\u2014public, semi-private, and private. Only one private international school was willing to guarantee a 100% vegan meal.<\/p>\n\n\n\n<p>The family have spent the past two years picking up their daughter from school at lunchtime, taking her home to eat, and then bringing her back again for afternoon classes.<\/p>\n\n\n\n<p>This new law, if applied effectively, would finally change that. Schools will be <strong>obliged<\/strong> to offer these alternatives\u2014or at least provide the means to <strong>safely heat and refrigerate food brought from home<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Will Madrid Comply?<\/strong><\/h3>\n\n\n\n<p>Technically, yes. The Royal Decree is a <strong>national law<\/strong> and binding across all autonomous communities. However, <strong>how it&#8217;s implemented\u2014and how quickly\u2014is another matter<\/strong>.<\/p>\n\n\n\n<p>Madrid\u2019s regional government hasn\u2019t always aligned easily with central health or education policies. There\u2019s a history of resistance, and while some schools will be quick to comply, others may delay citing &#8220;logistical challenges&#8221; or budget constraints. It will be important for families to <strong>ask the right questions at enrolment<\/strong> and to advocate for compliance.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Costs: Who Pays for Better Lunches?<\/strong><\/h3>\n\n\n\n<p>There\u2019s no mention of <strong>additional funding<\/strong> attached to this new law. That raises important questions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Will schools or families absorb the extra cost of fresh, organic, or local food?<br><\/li>\n\n\n\n<li>Will catering companies raise prices to meet new sourcing and prep standards?<br><\/li>\n\n\n\n<li>Will lunch subsidies (becas de comedor) be expanded to reach more of the <strong>34.5% of Spanish children at risk of poverty or social exclusion<\/strong>?<br><\/li>\n<\/ul>\n\n\n\n<p>Currently, <strong>only 14% of students receive meal grants<\/strong>, leaving many vulnerable families uncovered\u2014especially during holidays. NGO <strong>Educo<\/strong> has called out the gap, pointing out that <strong>over 900,000 primary school children<\/strong> went without lunch support over Semana Santa alone.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What Happens Next?<\/strong><\/h3>\n\n\n\n<p>Schools and catering providers now have over a year to <strong>prepare for the 2025\u20132026 rollout<\/strong>. For families, this is a chance to start asking questions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Will your child\u2019s school offer vegan or religious options?<br><\/li>\n\n\n\n<li>Is the lunch freshly prepared on-site or reheated?<br><\/li>\n\n\n\n<li>Are vending machines still offering sugar-laden snacks?<br><\/li>\n<\/ul>\n\n\n\n<p>For me, the change is long overdue. School lunches shouldn\u2019t be a postcode lottery or a privilege of the private sector.
